Hi. No it won't be the fuse. It will be the high beam relay. Get someone to flash the high beams and listen in the bonnet for a clicking sound. Replace the unit that is clicking.

You do not need to reprogram.
My full beam goes on both
Half beam only on left
And 1st turn on on left

You probably have a bad earth connection on one of the lights. Start with that.
