it's in the shop! you can buy their outfits along with their voice lines. you can see it in the menu. after going to the shop, go to es coin shop, then the second row on the left side to go to the outfits. it's only for the home screen, and not MVs, but you do get the voicelines and outfit for it for 500 ES coins. it's easy to find which outfit it is because of the icons! if you just want them to see in the story, they're in the third part of the 1st main story, a chapter called Nostalgia. If you dunno how to get ES coins, you can exchange your ribbons during an event for it! the next event starts at april 30 though.

I'm new to the fandom too, and apparently it hasn't been stated anywhere yet. Some fans say they might be loosely based on the Ainu tribe.
What we know is that their village is led by a chief (that being Hiiro and Rinne's father, and soon Rinne? not sure if he's chief now or not in the latest JP stories) and has been mentioned by characters that they have outdated beliefs and traditions. They don't have formal education (schools) or modern technology. The brothers were taught how to hunt and fight, and greeting each other with a punch or kick was the norm (at least for the Amagi family as far as we know).
According to the Hot Limit story (not in EN yet), Rinne, as the future chief, spent his days studying and doing governing duties when he was in the village, even though he was still young at the time. He also said that servants prepared their food for them. On the other hand, Hiiro was being taught on how to support his brother as his future advisor. Even though they seemingly lived in a very isolated place, Rinne said to Niki that he has enough influence to give him land, honor or money, as thanks for saving his life when they first met.
