    Date of Release: January 10, 2022
    Location: Waterbury, CT
    Summary
    On 12-13-22 at approximately 12 PM, Officer James Hinkle was directing traffic at the intersection of Thomaston Avenue and Homer Street due to a mechanical failure of the traffic lights at this intersection. The traffic lights were in flashing mode as Officer Hinkle directed traffic. While directing traffic, a vehicle proceeded through the intersection. Officer Hinkle provided commands to the vehicle to stop and struck the driver side of the vehicle with his hand and then the vehicle pulled over as instructed.
    This incident between Officer Hinkle and the operator of the vehicle initiated an Internal Affairs investigation regarding the actions and conduct during Officer Hinkle’s interaction with the motor vehicle operator. Officer Hinkle was immediately placed on paid administrative leave pending the outcome of the Internal Affairs investigation.
    On 1-9-23, Officer Hinkle was terminated as a result of an Internal Affairs investigation that determined his conduct, actions and behaviors were in violation of departmental policies. Officer Hinkle was currently serving in his seventh year with the Waterbury Police Department and was assigned to the patrol division prior to his termination.

His conduct during this encounter with a citizen of the community is unacceptable and not representative of the men and women serving the Waterbury Police Department.       Imagine what he's like in private. I worry for his kids at home. I'm glad the PD took this seriously. It erodes trust when so many departments cover things up and refuse to take responsibility. The standards for LEOs (since they have the power to take someone's freedom, and life) should be higher than in a minimum-wage job.

    Honestly, from a distance, it is sometimes hard to tell whether they are waving me on or telling me to stop. I always appreciate when they are using the handheld signs.

      THANK YOU Chris M! I have personally recommended to uniforms controlling traffic that their superiors equip them with hand-held stop signs, colored batons, anything to make the officer's intentions clearly understood.
      Locally here, an officer might raise their palm for you to stop, and that palm, from the driver's perspective, is directly in front of the officer's face.
      I made the gesture to one officer, with my hands above my head for stop, and he looked me like "why should I have to do that?" lol

      Me, too! It’s especially hard when they’re wearing the black gloves and don’t raise the hand up high and make clear what lane of traffic they’re indicating. I often end up stopping when I’m supposed to go and getting yelled at by the cop to move. More conspicuous gloves plus signs or batons would help so much.

    I have so much respect for a police department willing to release this footage online with the notice that he has been terminated. The amount of trust it gives back to the force is incredible.
    There is no way this man should have remained on the force. By removing him you have almost certainly saved a life

      This is something that always bothered me. Because half the time a police officer acts like a dipshit, they just get paid administrative leave or something, or the police department provides some blanket stantment. So I'm glad when a police department _actually_ makes the right decisions like this, and terminates someone on the spot with no questions asked.

      They must have hated him. Looking online, you can see the news reported that his Lieutenant filed a complaint after he reviewed the bodycam footage. Hinkle lied repeatedly about the incident and even got tagged by the department for insubordination because he wanted to charge the driver with reckless driving even after the investigation was taken over by his Sergeant. Considering how often cops are willing to write off a fellow officer's bad conduct, the fact that seemingly everyone thought he was in the wrong has to confirm how little they thought of him.

      A Seattle study actually had data showing that about 40% of households with a police spouse have reports of domestic violence. It's pretty bizarre, in some other places it's like 10%, but 10% is still 10% too much in my opinion.
      It probably doesn't help either when you consider how much training police officers in the States get versus police officers in other countries.

Its his own fault for not making sure the women was not going forward. He induced the danger.     what do you do if someone accidentally fails to stop?
    a. pull them over and kindly explain to them what infraction they committed
    b. let them go because it’s too much paperwork

    from what i can see in the reflection in the side of her car when you had her pulled over, you have your arm held high as you screech "this means stop! this means stop!"

    There are a number of, not all, Waterbury police officers who are quite abusive to women. I've experienced it once while being stuck in the snow, uncalled for behavior, and know others with similar or worse experience.

    This behavior is rampant in the WPD. Mark Ryan badge number 500 with the Waterbury Police Department behaved this exact same way towards me and my mom after he nearly ran my mom and I off the road in his unmark Impala. He was distracted driving; he then pulled us over and started yelling at us even though it was his fault. I wish they had body cams back then.

    Not surprised. I’m happy Waterbury has body cams now. I know enough stories and personal encounters at the age of 18 with cops who’ve done things they shouldn’t have. Like search me in the back of a cop car while 10 other male officers watched. Surprisingly the one who searched me is still working as the head of drug force in Waterbury 16 years later.

    The officer hand telling her to stop was so low that I know that I would have not seen it. And why he would jump at the car while in motion…maybe I’m wrong here but he put himself in danger. He said he was emotionally hurt, but that poor woman was scare and traumatized, with all the yelling and worrying whether she might have hit him or not. I know if I was in her place, my PTSD would be so high. In this situation I don’t know what else she could have done but apologize for making a mistake. Regardless if she was wrong( I don’t think she was, but that’s my personal opinion), his behavior is unacceptable. Another thing that bothers me is when he asked the other officer to fill out the ticket, they didn’t even bother to get out of the truck to talk with the her to get her side of the story.

      Agreed. The universal stop signal all over the world is with your arm at shoulder height (or higher) with your wrist bend and your palm flat out facing the motorist. I would interpret the vague signal he gave as slow/caution. Since by his admission she was doing 10 MPH it appears that she obeyed his signal.

    Waterbury police are very scary. One of the biggest problems is hiring police from the suburbs to police there. As one said to me once, "I don't live here and as far as I'm concerned anyone who does, is scum". It was an interaction that forever changed the way I see officers.

    Thank you for reviewing this and making the right decision to remove this officer. The public is not completely aware of the stress he is under. Talking about his children means he is concerned for his safety, but it does not excuse the way he treated this poor woman. Again, thank you for taking appropriate action quickly. Reckless driving accusation is not valid in this situation and should be reviewed as well.

    His hand signal was extremely ambiguous, it could easily make sense for the turning vehicle to yield to the oncoming traffic in the opposing lane, she was nowhere near Hinky until he ran towards her moving car, his demeanor was incredibly intimidating and unprofessional, he had no control over his emotions, and he abandoned his post to go on his insane tirade instead of waiting for another officer. This is some of the worst "police work" I have ever seen, but he was luckily stopped before he lost control and caused a more serious incident.

    It seemed like the officer was not paying attention to the direction the driver came from and may have realized she was coming too late. The driver did not have time to recognize his directions. The officer was looking for drama, clearly. I feel for the driver, she was verbally attacked. I’m glad the Waterbury police department recognized this and took action. Body cams are invaluable this day in age.

    At the time the lady entered the intersection, the Officer had his hand at his hip. He is wearing a black gloves and his hand is in front of his dark Blue/ Black uniform. He was not giving any signals to the woman as she pulled up to the intersection. Advice to Police keep some white glove handy for when you have to direct traffic, a lot of times we can't see your hands!

    I blame this type of behavior on all these folks that prop law enforcement up on a pedestal... This is the outcome. An unprofessional, power drunk, degenerate.

    It’s so great to see the police department be so transparent, take immediate action, investigate & fire an officer like this. Stories like this don’t make headlines but it does make a difference in the community. Respectable & commendable. If I was a citizen in this area I would feel so confident in the police force knowing they don’t condone or try to cover up this kind of behavior. Also thank goodness for cameras because this guy was gaslighting tf out of this poor woman.

      If that's what had happened sure that would have been awesome but somebody else got ahold of the video through the Freedom of Information Act so they had no option but to release it and pretend like they were doing the right thing. I'm not so gullible as to believe they had no clue this guy was a psycho. Yeah that Police Department was so stunning and brave😂😂

    This exact thing happened to me once. Had an officer who was directing traffic while utility poles were being worked on. He put his hand out in a "stop" motion, which I did, but I took it as a warning that "Hey a car's coming, don't go yet" (the utility folks were blocking the view). Once the car passed and the coast was clear I started to go. Literally must've moved about 12 inches forward and the guy lost his fucking mind on me yelling that "YOU DON'T GO WHENEVER YOU WANT YOU GO WHEN I TELL YOU" we shouted back and forth and then I tried to say look, it's just a misunderstanding, I thought I was clear to go, but he cut me off and said "No you're gonna shut up and you're gonna listen"
    And they wonder why they get shot

    Officer hinkle didn't have to overreact like that. The driver wasn't nowhere near him. For him to go on a outrage to scream and yell at her like that over a misunderstanding is unacceptable. Now look it cost him his job and now he has to face the consequences. He could of Handled the situation way better and professionally.

FFS a state addiction counselor can get caught selling drugs to clients and total a state vehicle while high and get his job back. But a cop can't have a bad day and berate an irresponsible driver! I've had one bad interaction with a state cop where he was very rude and I just fought the ticket and won.
