Video 3: Waterbury Police Cruiser Being Rammed by Fleeing Suspect Hannah Casperson

- On 4-3-22 at 8:43 AM, WPD received information of the location of a vehicle and female suspect wanted in connection with recent criminal activity. Officers responded to the area of Rutledge ST and East Main ST and located a white Hummer with a female occupant, identified as “Hannah Casperson” (25 Years Old). Officers attempted to make contact with Casperson who was in the driver’s seat of the vehicle as she then accelerated her vehicle colliding with the police cruiser before fleeing the area and striking another police cruiser at Brass Mill Drive and East Main before entering onto interstate 1-84 westbound.
Casperson later lost control of the vehicle and struck a telephone pole in the area of Wheeler Rd and Monroe Turnpike (Route 111) in Monroe, CT. WPD officers took Casperson into police custody at this location and she was transported by ambulance to ST. Vincent’s Hospital in Bridgeport. Casperson has multiple outstanding warrants and additional charges pending. This incident is an active investigation which involves multiple agencies.

That's what I don't understand about American cops. They either shoot to kill in far less dangerous situations than this, or don't do anything at all. There's no middle ground. Those big fat tires would have immobilized that car instantly. And easy to shoot he was so close. American cops are clearly very poorly trained.
That officer had balls just to walk up to the Humvee. Not being able to see inside because of the tinted windows. The driver could have had a gun pointed at him.

Why was this cop approaching her car without backup? He then put himself in a position twice where she could have injured him. He blocked the driveway, but she was in a HUMMER!

Hey just wanted to answer your question so when a cop uses his gun in the line of duty there is always an investigation during that investigation they are looking for probable cause for the gun to be used. So usualy an example of a good reason for using a gun in the line of duty would be for self defense or defense of others. That example is known as a pre condition. There are a few other pre consitions that you can look up that cops have to abide by before using their gun. If you look up the pre conditions you will see that this situation doesn’t fit any of them. The reason the cop had his gun out is in case the situation turned a different way and the driver started shooting or someone else started shooting at the cop. Also if the cop tries to shoot the engine and there is a ricochet and someone else gets hit the cop would be fired and charged. As cops we don’t get trained to shoot an engine block like you might see in the movies we are always trained to shoot to kill and trained to know when we have a clear shot or when it is too risky to use a gun. I know its a long reply but i hope it answers your question. Stay safe

Can't beleive this officer did not first shoot his tires out. And when the officer pointed his weapon at the driver as he attempted to drive over his cruiser into traffic, he should have shot him dead. Never point a weapon unless you intend to use it, right? Who knows how many people the driver might have run over after he fled the scene. Jeepers grow some balls already.

I THINK it was Tennessee v Garner that said they can't step in front of a moving vehicle in order to create the threat necessary to open fire, but departments like LAPD said don't shoot at a moving vehicle and the biggest reason was because of the crossfire in a congested urban area.

He probably wasn’t expecting her to ram his cruiser and once she was out near the street it was too late because there were a bunch of people in front of the market who could have been hit by a stray bullet or a ricochet. I think he did OK.

Here comes the race/color card!! LOL!! The officer showed restraint. If he fired his gun, the bullets could have ricocheted injuring/killing bystanders. Look at all the bystanders on the sidewalk, not to mention the people in the vehicles and bus.
