Mine straight up stopped on top.
I had a hair cut back in 2017 for an ID photo and since then, the back and sides have been cute thrice while the top has been the same short length ever since.
Medically there is "no problem" and I'm not losing hair; it's just not growing.

My hair is extremely kinky for a white guy, so keeping track of growth requires pulling it out.. I have kept track of my growth and it is more than one inch per month, maybe close to 1 and 1/2 inch. Is 1 inch per month average? Does my hair grow fast?
I am fairly certain it does grow fast, because of my barber trying to guess my last cut, always thinks it was longer ago.

@@Backenddkd there's a difference between a deep conditioning and a leave in conditioner. For deep conditioners apply it and leave it on for 15-30 minutes then wash it out. For leave in conditioners leave it in till your next wash day.

Use the baggy method to retain length, moisture and elasticity.
Hi, my hair is low porosity too and I've been growing it for 3years plus now. My advice, always ensure your hair is properly moisturized, always deep condition your hair with heat(steam cap) for 30mins every washday. Hydrate your hair first before you apply your leave in conditioner. Avoid using heavy weight products cause low porosity hair type is prone to product buildup. Be sure to wash your every two weeks max, eat fruits and always sleep with your silk bonnet or pillow case. Lastly, stay hydrated!
Moisturizing method I use is Liquid- water, Cream- Leave-in-conditioner, Oil- Growth oil or any thick oil then cream- Whipped shea butter or hair growth cream. Moisturize like 4 times max every day.
