Please what about those coming on a work visa with their family, do we have to show 1 year pof?
There is no such thing as work visa for a year. There is residence permit for work, which isn't a visa as defined the Finnish Aliens Act.
Proof of Funds (POF) is not used in the context of a residence permit for work. There is the requirement for sufficient income for living in Finland.

In whose account will the whole money be? Can it be in main applicant account or it has to be in separate account. 6720 in the main applicant account and 8400 in the spouse account. Or it has to be in one person’s account which is the applicant.

There is no "proof of funds" requirement for RP for work.
There is income requirement. You need to have employment contract as proof that you can support your living in Finland based on that income.

If I bring my spouse with me as a dependent, and she joins a Finnish language program, after one year, if my income is not sufficient to extend her permit, can she use my elder brother's income? He already lives and works in a full-time job in Finland.

If your spouse is already living in Finland then she most likely already has a residence permit or some other justification for staying legally in Finland?
If you're applying for a residence permit for studies, you don't need to include funds for other people, who already live legally in Finland.

Just like any other visitor. If they need a visa for visiting Finland they can apply for a visa from a Finnish mission.

Do not believe rumors.If not having high education,no chance to Finland. And if you have high education, no chance if not can not speak Finnish. And if have high education and speak Finnish,this do not mean that you can have visa....And if getting visa,that is just for you,not for you family. Also need to understand that your education must be approved by Finnish education system,if not,then no visa.
There is not free lunch for no one in Finland.
