Thanks for watching and sorry about your husband's health challenge. There are a few options for relocating. Via student visa, PhD/Research visa, or work visa. Relocating with your husband is easiest with a work visa. I don't know much about visas for medical treatment. Hopefully, you find a workable solution for you and your family.

Usually, you can find jobs online via LinkedIn. I have a lot of videos of companies hiring and skills in high demand. When a company employs you they will process your visa for you and you don't need an agent. Here is a playlist on finding jobs in the Netherlands.

Yes, you can come with your husband. Check with your university if they can apply for the visa for you both at once. As a PhD student, you'd have a contract with pay, so that should be enough proof of funds. Alternatively, you arrive Netherlands first, settle down then apply for your husband. The requirement is proof of marriage (marriage certificate legalized and in English, French, Dutch or German if not get it translated and legalized.
