I don't think is something that you can fix without special tools.
My first recommendation is to take it to a jeweler to solder the metal piece to the lock.
But if you can't do this you can always try with some liquid metal to glue it in place, but the chance of getting it right and strong enough is low.

I fixed it by myself it's bc my whole braclet came of and it open abd you open the heart but the lock close

I think you want to make it shorter. unfortunately I think the only thing you can make is buy a shorter bracelet
