Are non residents allowed to go before 8AM to watch the sunrise?
Is parking available for this beach?
Yes, parking is $30 per vehicle during the week and $35 on weekends but I believe it is free after 5pm and early in the morning (not sure exactly when they start collecting in the morning).

Actually if you go at sunrise the gate to the main parking lot may be closed (I'm not sure) but you can park on the side of the beach on Nautilus Road near the footbridge.
