It may be harder to prosecute because of the lack of laws specifically about crypto but it is still fraud -- fraud doesnt require that there is a specific law in regards to the assets just that the assets were ascertained through deceptive and misleading information knowingly and solely for profit.

Yes pump and dump schemes within the realm of crypto currency go largely undetected, that does not mean laws against pump and dump schemes don't apply simply because its a crypto currency.
