Water juat stoped working. The box on top was replaced recently. The box shorts and turns off. Its pulling 13 volts and should only be pulling 10 volts. Dose this mean its the motor or bad wire?

2 questions 1)So When testing Line to ground there must be O.L for good motor , is this true for all well motors?
2) Can you test the motor with 230v (outside the water), pump and motor not attached just to see if the motor is working.

You can't have a line to ground or it makes a short. Yes you can run a submersible to bench test without issue, or you can drop it in a barrel of water and run a line with a valve to add restriction to test.
