Destro has proven that he is just as strong as Cobra Commander if not stronger in combat and got just as much authority too. So Cobra Commander ain't bossing Destro at all. But also not snake like but something else with blue skin and mutated due to an accident with several eyes. This ignores that you can sew some of his skin when he wears a hood but hey. Oh, then he does actually get turned into a snake for a while.

I think crazy scheming is a positive trait. Some of the schemes were actually ingenious, but their brilliance was undermined by many of the other character flaws you mentioned ^_^
