That older cop knew mike killed those two cops but he also knew those cops were dirty and killed Matty. as the salamancas say, sangre por sangre (blood for blood)
yeah you can tell that by their conversation after this but also by the way in this scene when he buts in to 1 explain they had nothing and 2 cut off the question about why didnt mike come back for the funeral. Also while holding the door he clearly saw Mike lift the notepad and watched mike put it in his pocket.
