This helped clarify most of the rules and guidelines regarding this law. I just feel sorry for the shops in Ireland that, most, if not all, what they sell now are regarded as "illegal." That is a lot of money gone to waste, especially if they have plenty of stocks/inventories still unsold. Moreover, there are very little brands that would actually conform to all the rules placed and have a unit fit for the road.

Xiaomi for example has modified their eScooters to fit German regulations.

Unfortunately, no. No insurance company will offer cover, and eScooter without COC can't be registered/taxed.

Is there any way to protest against this? This law is complete stupidity as i dont believe there is any scooter that would fit the law?

Unfortunately, the government doesn't listen too much to the eRide community. It took them 6byears for this, so any change would probably take another 5-10 years

Not carry goods. So get fined for having that chewing gum in your pocket. Would love to hear how a backpack with food or other GOODS makes the handling worse. Not like people carying a whole sweatshop on their back.
20 kph yeah cool same as germany. I have yet to find a person that doesnt flash the open fw to get them to 30.
