- Today Solitarius Reviews the new game "Prime Minister" from GMT games (2023) and designer Paul Hellyer. In Prime Minister you try to campaign, debate, and influence your way to top as you try to become the Prime Minister of Victorian England--and hang on to your position as long as your can!
The game includes a baked-in solo mode--the Clockwork Opponent--and this review takes an in depth look at how the solo game is played. He will also include his final thoughts--and explain why this game has replaced "Mr. President" in his collection.

I just stumbled over your videos and instantly subscribed 👍 thanks for your great and well made content, which will cost me some money!
Hi - great review! I've played this a few times solo and today got my first 3 player game in.
I was looking through the solo scenarios and one of them lets you (and maybe a second player too) start off as backbenchers against a clockwork Prime Minister and a clockwork Leader of the Opposition. That brings the multiplayer career cards into play too - so there is a way of getting to experience the full range of options and roles in the game even if you'll only ever play solo or as a pair.
Be warned though - it's a tough life as a backbencher as I found out in my 3 player game!
You are right! That's a scenario I haven't tried yet--most of my plays have been the standard solo mode (playing through the various politicians)
I love the channel. This is the video that brought me in but im looking forward to seeing more from you
Welcome aboard, and thanks for the support!
I love this game. Great video. I created this player aide for the Clockwork PM so that I don't have to thumb through the rulebook so much.
CLOCKWORK PM PLAYER’S AIDE
WHEN A CWPM NEEDS TO PICK THE THREE BILLS FOR THE ROUND, determine which of the 6 bills are within the CWPM’s Section Range (C.17.1):
1. If exactly 3 bills are within the range, place them on the board;
2. If fewer than 3 bills are within the range, place any in-range bills on the board, then place out-of-range bills with the highest Vote projections. Use tie-breakers to resolve ties (C.3.3).
3. If more than 3 bills are within the range, use bill tie-breakers to decide which 3 bills to place on the board. Use highest Vote projection as the final tie-breaker.
WHEN A CWPM NEEDS TO DEFEND A BILL (C.17.2.4):
1. If there is more than one bill within the CWPM’s Defense Range, defend the in-range bill with the highest Vote projection. Use tie-breakers to resolve ties.
WHEN A CWPM NEEDS TO PICK A BILL TO BRING TO A VOTE (RESOLUTION):
1. First, try to pick a bill with 350 projected votes;
2. Next, try to pick a bill with more than 350 projected votes;
3. After that, try to pick a bill with 340 projected votes (use tie-breakers, if needed.)
4. Finally, if no bill has at least 340 projected votes, withdraw the bill with the lowest vote projection. In case of a tie, withdraw the least valuable bill, using tie-breakers.
WHEN A CWPM GETS A SUPPORT CARD FROM A BILL (C.17.1.3):
1. It draws a supporter card, places it face down, and plays the card in the next round before placing cubes (excepting the “Hold for Election” card.)
2. All CWPMs play a Level 2 Support cards at Level 2 if it comes from a bill by placing the card sideways for use in the next round
FOR CWs USING LEVEL 2 SUPPORT CARDS:
1. For Level 2 Hobnobs as CWOP (and for all CWPMs for Level 2 Support cards), draw one and try to use the first option. If futile, draw a second card and try to use the first option. If futile, draw a third card. If futile, stop trying (C.7.2.2).
CHALLENGES BY OPPOSITION LEADER (C.10.2):
1. To Challenge, Opposition Leader needs (1) more standing or (2) same standing and at least as much favor as PM
2. After a successful Challenge:
a. Apply Government Takeover rules.
WHOEVER WINS THE ELECTION BECOMES PM. MINORITY GOVERNMENTS OCCUR:
1. If the Opposition becomes PM by Challenge.
2. If the Queen intervenes on an Uncertainty Card:
a. The Party Leader has more favor than the other party leader;
b. The Party Leader has earned the minimum number of seats as indicated on the Uncertainty Card.
TARGETING BILLS TO ATTACK (C.6.2.2):
1. When a CWOP has more than one bill to attack, it attacks the in-range bill with the lowest Vote projection, using Bill Tie-breakers.
2. The CWOP does not perform actions that are futile, which include: 1) the tracker is at max/min.; 2) the Favor is at 3+; the bill is outside the CWOP Attack Range.
Looks good! Have you considered posting that on BoardGameGeek?
I just added it to the BGG files section for PM.
great review. more power to your channel
Thanks for the kind words!
great review and play through - thanks - I have just bought a copy!
Thanks for the feedback! I hope you enjoy it as much as I have!
Just discovered your channel, great content!
I really was interested in the idea of Mr President, but it just does not fit my current lifestyle as a parent of 4 young kids. Thank you for this video, because I now see there is a great alternative here in Prime Minister!
Thanks for watching! Yeah, I understand what you mean. I have one young child at home and thus have nowhere near the gaming time that I used to have. Huge 20+ hour table hog campaign games are just not possible for me anymore. I found Prime Minister to be a great "move some things around on tracks"-style political game that doesn't take too long to play a full session and doesn't require dozens of charts and complex rules.
Hey, I don't know if it's different in solo, but from my understanding you only change the count of the partisans AFTER the election. Great video non the less!
You are absolutely right! That's how I usually play--during that part of the video, I edited out the section where I dive into the rulebook, trying to remember how that worked. I think I just blanked out when the cameras were rolling, and I was trying to play by the book. I must have overcorrected. I'll put a note in the video. Thanks for catching that!
I'm not looking for new titles or genres, 'cause in my country there are not many games available to buy (even on second hand market).That's why I'm starving to play some good old dungeon crawlers or point salads
I see Votes for Women!
Yes you do! I need to do a playthrough or something of that one…
Obsession the political version.
