Yes you can check any time, in rainy season if the earth pit is wet then it will show good value. In summer it will show little less if earthing made properly.

During test if we touch the rod we get electric shock or not
No shock you will get. The test conducted by this device with very low voltage. But if you are checking a neutral earthing point of a live / Charged Transformer. You will be definitely electrocuted by heavy shock. Only in this case you have to Off Power Transformer when checking it's neutral ground earthing or ngr earthing. Very good question you asked and it is very important.

To send same outgoing voltage in both terminal E1 and P1 have to short. Then Voltage will flow from E1 to E2 and from P1 to P2 for measuring resistance.

Ek earth pit ko do alag alag jagah pe laga ke test karna hai, Jo bhi reading ayega agar 0.5 ohm ke niche hai to wo bilkul perfect hai. Agar use jyada hai tab apko earthing ke quality improve karna padega, nahi to Naya earthing karna padega.
