They're free to acquire for this month only but if you do get them they'll be permanently in your library for use. There are different free marketplace items every month & It's worth logging in each month to grab them (even if you go through some times of not using UE so much) because then you'll build a decent library of assets etc for free and you can use them whenever. Particularly they can often be handy for prototyping stuff.

You may have to flip the asset a bit but I don’t think there’s a license that you need to buy
