मुझे अपने कालेज का समय याद आता है। हम नई टिहरी से पुरानी टिहरी टीएचडीसी की बसों से आते थे। हम एक दूसरे की बसों में बैठ जाते थे। एक दिन कालेज बस निकल गई तो मैं वकीलों की बस में बैठ गया। लेकिन वकीलों की मेरे साथ की गई बदतमीजी नाकाबिले बर्दाश्त थी।
वो घटना 25 साल बाद भी ताजा है और मैं उन खबरों पर ज्यादा ध्यान से पढ़ता हूं जहां पर वकीलों की गुंडागर्दी देखने को मिलती हैं।। और निश्चित मानिए कि एक यही ग्रुप है जो हमेशा लड़ने के लिए तैयार रहते हैं। पुलिस से लड़ना जनता से लड़ना पड़ोसियों से लड़ना इनके लिए सामान्य बात है।यहां तक कि जब इनमें से कुछ जज बन जाते हैं उनकी प्रवृत्ति बनी रहती है और जब भी वकीलों द्वारा मारपीट की घटनाएं होती हैं तो इन जजों का बायेस्ड फैसला साफ़ दिखाई देता है।

Students should be investigated. A Lt. Colonel and a major would not do anything inappropriate within their army area to any civilian. To have joined army, those officers are obviously smart enough to not indulge in rowdyism.

The new lawyers think that they not only own but also have the power to go against the law.Such incidents are seen in many states.
As per law and standards, Army Area has more need of rule of law to govern the area, property.
As i see no rule of law, disrepect by students, no action by college is annoying military personnal.

Once an Army man always the Army man.
They don't do duty only during duty hours.
In the Army area, everyone is supposed to remain vigilant always.
Even if they are moving in a private car for private work, they are not supposed to keep their eyes closed.
They are supposed to confront the unknown persons wandering at forbidden hours assuming it as a threat, until proven otherwise.
They are supposed to investigate the matter then and there, and then, if needed ask for reinforcement from their seniors and colleagues.
When it was confirmed by the guards that those were law college students, army officers went back.
The statement of the female student exposed all the falsehoods.
When she cried Guard bhaiya, the Guards came. It means it all happened very near to the main Gate.
It is beyond imagination that Army officers of the rank of Lt Colonel and Major would try to drag the female inside the car, inside the Army campus, near the main gate of the college, which certainly would have ruined their entire career. Forget the allegations of dragging they would not have even touched her.
Had it been some remotest place out of the city and far away from the army area, even then an officer would not risk his career, except under the influence of alcohol.
It is unlikely that an Army officer will consume alcohol in the officer's mess and then drive a car himself.
Those Guards are working for the law college hence they may be under pressure from students. Hence their witness may not be completely true.
It is not very difficult to investigate the case.
At first, the authority who had issued the gate pass till 1200 midnight to these students should be punished because he had broken the rule for no exceptional reason of eating outside.
The gate pass may have been issued after the incident to strengthen the case because it had been issued for the duration against the rule of the area.
No authority will routinely issue these passes against the regulations.
To establish the authenticity of the gate pass following things can be done.
All the Guards should be enquired separately that on average how many students they watch return to the hostel after 11 PM daily.
Then the register which bears the name of who has been issued the pass and the timings and purpose of the pass should be verified from outside destination of these students.
Suppose if daily approx fifty students visit outside for dinner and return after 11 PM. This fact can be verified from nearby restaurants.
From Army officers, statements should be demanded explaining the purpose of their movement on that day and it should be verified by the movements of their car in the CCTV footage of the area.
By CCTV footage, It should be ascertained whether they visited any restaurant and consumed alcohol outside.
Similarly, the consumption of alcohol by those students also be ascertained.
It is to keep in mind that the ambience of the officer's mess is far better and the cost is cheaper than any common restaurant. Army officers and their family members celebrate their family functions usually in the officer's mess.
Most likely one party out of the two were under the influence of alcohol.
Army personnel confronted the presence of unidentified persons after 11 pm.
The male student replied angrily, "You keep on doing your business" type of reply.
An Army officer held the hand of a male student and asked him to come to the office to establish his true identity. During this event, some injuries occurred.
Hearing all these, Guards came out to mediate and pacify all.
Army officers went away.
Students cooked the plan to teach a lesson.
Involved the female student to make an imaginative allegation.
(Had she been dragged, she must have shown the injury to the doctor and the police on her forearm or soiled or torn cloth.)
Taught the guard about the statement.
Got the Gate pass issued after the incident already happened.
Went for a police complaint.
Sir are you try to indirectly say this fault of Army personnel I'll explain you that no one can going for outing in army area this restricted area not a civil area and also army family also not going after 12 am there is issue of security nothing else and you are saying about misuse of power so because of discipline, humbleness and selfless sacrifices they known if they do this type of activity. they are not respected by anyone like PM, president and NSA etc. No one can motivate for join Army. So, you don't know the reality please do not indirectly humiliate Army personnel.

False allegation of being beaten by stick. What a joke ? Army Officers carrying stick 😇. This is how some advocates try to frame opposite parties. Even in good societies boy moving around with a girl at mid night are questioned. If anything untoward happens then we will complaint the girls are not safe. In the name of freedom safety and security cannot be sacrificed. The boy must have spoken in a disrespectful manner with the Officers. Army Officers rarely misbehave with students that too with a girl. Thrashing is incorrect but boy needed a lesson in manners and behaviour in the name of freedom of speech and right to liberty. No warden will give out pass to any student to remain out of the hostel so late at night, that too with a girl ! I have grown up children and therefore I know parent's concerns about hostel life.

They are supposed to confront the unknown persons wandering at forbidden hours assuming it as a threat, until proven otherwise.
They are supposed to investigate the matter then and there, and then, if needed ask for reinforcement from their seniors and colleagues.
When it was confirmed by the guards that those were law college students, army officers went back.
The statement of the female student exposed all the falsehoods.
When she cried Guard bhaiya, the Guards came. It means it all happened very near to the main Gate.
It is beyond imagination that Army officers of the rank of Lt Colonel and Major would try to drag the female inside the car, inside the Army campus, near the main gate of the college, which certainly would have ruined their entire career. Forget the allegations of dragging they would not have even touched her.
Had it been some remotest place out of the city and far away from the army area, even then an officer would not risk his career, except under the influence of alcohol.
If she had been dragged, she must have protested and had an injury and soiled/torn cloth.
Did she show this evidence to the police?
It is unlikely that an Army officer will consume alcohol in the officer's mess and then drive a car himself.
Those Guards are working for the law college hence they may be under pressure from students. Hence their witness may not be completely true.
It is not very difficult to investigate the case.
At first, the authority who had issued the gate pass till 1200 midnight to these students should be punished because he had broken the rule for no exceptional reason of eating outside.
The gate pass may have been issued after the incident to strengthen the case because it had been issued for the duration against the rule of the area.
No authority will routinely issue these passes against the regulations of timing.
If students depend on outside restaurants for their meals then it is highly unlikely that everyone gets a gate pass daily.
How many students got the pass before and after these three should be enquired and till what time they were allowed to stay outside?
If they all were allowed to stay outside till midnight then the hostel in charge should be punished.
If only these three were allowed to stay out till midnight then the Gate pass would be fake or made after the incident happened.
To establish the authenticity of the gate pass following things can be done.
All the Guards should be enquired separately that on average how many students they watch return to the hostel after 11 PM daily.
Then with the help of the register which bears the name of who has been issued the pass, the timings and purpose of the pass should be verified from outside destination of these students.
Suppose if daily approx fifty students visit outside for dinner and return after 11 PM. This fact can be verified from nearby restaurants.
From Army officers, statements should be demanded explaining the purpose of their movement on that day and it should be verified by the movements of their car in the CCTV footage of the area.
By CCTV footage, It should be ascertained whether they visited any restaurant or any other place outside and whether by their action they appeared to be under the influence of alcohol.
Similarly, the consumption of alcohol by those students also be ascertained.
It is to keep in mind that the ambience of the officer's mess and discipline is far better and the cost is cheaper than any common restaurant. Army officers and their family members celebrate their family functions usually in the officer's mess.
Most likely one party out of the two were under the influence of alcohol.
The most likely sequence of events appears as follows-
Army personnel confronted the presence of unidentified persons after 11 pm.
The male student responded angrily with, a "You mind your own business" type of reply.
An Army officer held the hand of a male student and asked him to come to the office to establish his true identity. During this event, some injuries occurred.
Hearing all these, Guards came out to mediate and pacify all.
After establishing the identity of students army officers went away.
Students cooked the plan to teach a lesson.
Involved the female student to make an imaginative allegation.
(Had she been dragged, she must have shown the injury to the doctor and the police on her forearm or soiled or torn cloth.)
They requested the doctor to declare the injury a grievous one.
The doctor obliged to add the injury appeared to be by a stick. However, students forgot to mention the use of sticks in the FIR.
Students taught the guards about the statement.
Students got the Gate pass issued after the incident already happened it at least changed the timing till midnight.
Students went for a police complaint.

Those who doesn't know should know cantonment area is under cantonment area act and defence has full right inside cantonment area to impose section 144 as well. Moreover, a case against army personnel can be transferred in court martial from criminal court.
