I love how Achievement Hunter had all the equipment for a Carnival: a hotdog stand, popcorn stand, candyfloss maker etc, and no one thought to use them for the carnival

It's not really a vine reference. It is a call back as to the stupidity of Kylie Jenner. Someone wanted to surprise her with a baby pig, so they called her down to the hotel lobby (or something like that) so she could get the little pig, and as she walked up, 100% being serious and without skipping a beat, Kylie asked "Is that a chicken..?" as she is almost in tears as she goes to pick up/hug the pig.
