Anyone who is saying that Modiji is biased towards Gujarat, should first do some research and understand the state of Gujarat.
Many of the work which you see in Gujarat currently was initiated by Modiji 15-20 years ago when he was the CM of the state. He was CM of Gujarat for 12 years. At that time Congress was in power and they were against Modiji and rejecting everything for Gujarat. But Modiji did it independently without much of centers help. Look at Sardar sarover dam on Narmada. It was delayed due to center and other neighbouring states where BJP was not in power. But after completion all states are reaping the benefits of water canals and hydro power.
Also in general, infrastructure work happens quicker in Gujarat because in Gujarat, there is full support from people to the BJP Govt. People know that what they (govt) are doing is only for people's betterment. So work happens faster and easily. E.g. look at the land acquisition work for the Bullet train and highways between Maharashtra and Gujarat. In Gujarat that work was completed way faster compared to Maharashtra so the development of tracks and stations are also happening very fast in Gujarat comparatively. The state govt in Gujarat is stable and consistent for around 30 years which works as double engine. No one is biased to any state. It's just that Gujarat is business and development minded state. Modiji knows that from his personal experience. That is the main reason why the complex pilot projects are done in Gujarat so that they can see the results quicker.

Yo people calm down, there are many (98) smart cities planned and almost all states have got atleast one smart city. And all big states have got atleast 3 smart cities NOT just Gujarat. Also, many cities in north east, kasmir and even Andaman amd nikobar and Lakshwadeep have got their cities. Shillong and many other in north east, Srinagar in Jammu, etc are some that i remember. You can find all of those smart cities online. UP and Maharashtra have got the most smart cities. There were supposed to be 100 cities but both UP and Jammu Kashmir both withdrew one slot each.
