Dr. Wendy should install solar panels over the waste water treatment tanks, could make his own electricity. Help keep the tanks a little cooler and reduce his power cost

What are the pros and cons of performing a partial harvest?

It really depends on how it's done...
Cons: Stress or kill the ones left behind while harvesting and afterwards
Pros: Density and Biomass reduction in pond, more space and resources for the ones left behind (less competition), and improvement of water quality
