What is the name of the skimmer filter bags? does all pool stores have them? My alkalinity and ph is very high. Should I put in Put Ph decreaser?

How to take basket off poly in pool
Not sure what you are asking sorry
Your PH is low but your Alkalinity is too high. Baking soda will help raise the PH level but it will also raise Alkalinity as well. What do you use to decrease your PH?
If you just need PH raised use borax instead of baking soda.
