    looks like either your transom shift cable is returning to neutral very slowly, either the cable has too much drag or the bell crank in the pivot housing is not moving freely from what I can see. I suggest you take the drive off again, disconnect the transom shift cable at both ends, and measure the drag. Has to be less than 2.5 lbs with a fish scale. If you don't have the 2 special tools to adjust it, GET THEM. I'm telling you I had his done an afternoon with the tools and my shift rod height set correctly. No matter how you set it, the transom shift cable returns to neutral too slowly. You said it was shifting perfect before you changed the cable. So if you used an aftermarket cable I'd be thinking...well what changed....measure the drag and find out.

      Luigi thanks for your reply--when I installed the TSC it moved like butter before I installed the outdrive and the outdrive shifted fine by hand , shift rod was also at the correct height , BUT , I recall having a problem with the bell crank binding and I filed it down a little to make it move freely . Maybe the bell crank is causing a problem again . I will go ahead and pull the outdrive again , test the drag and inspect everything . I do have the jigs to set up the TSC and used them to install said cable to begin with.
      This is getting to be more than a little bizarre , I've been fighting this for months. Replaced switches and ESA as well as another new coil to replace the other new coil .
      I will pull the outdrive today or in the morning and check everything out , again.
