How a Disaster Can Become an Opportunity in Cities Skylines 2 | MC #16

- čas přidán 5. 06. 2024
- Fire swept through Magnolia County and the residents are furious. After being told that there was nothing to worry about, over 3,000 citizens lost their lives. In the thick of election season, Governor Johnson is throwing everything she can at the problem; however, Chuckles appears to be a thorn in her side - rallying the troops against her while seeking out accountability.
On the governor's order, new disaster response buildings will be constructed including emergency shelters and an Early Disaster Warning System. Additionally, a new neighborhood will be built alongside a massive remembrance park, built to commemorate the fire.
In this episode, we'll focus on disaster recovery and preparation, building the aforementioned facilities while also growing the community. We'll master plan a new neighborhood and build a fully-custom remembrance park in the center. We'll also build a messy interchange to access the neighborhood and make a couple of fixes based on YOUR feedback.

Hey everyone! After reading through the discussions of AI voices and all of the conversations we had on chat, my opinion of using the voice at the start of the video has changed. I recognize that I shouldn't have used or created the speech model that I used for the original video and am sorry that I did so. I'm very thankful that CZcams allowed me to swap out the video, and the intro now features my voice. In the future, I'll seek out members of the community and other creators to voice characters.
Thank you all so much for the constructive conversations around AI, and check out the start of my recent stream (czcams.com/users/livepVzWgj6IYKA) for my full thoughts.
It's okay man there's no shame on trying something new as long you find it ok me and others will do too keep doing what you doing.
It was an interesting discussion, and for the most part significantly more considered and reasonable than you'd usually expect on the internet. It speaks to the kind of people your content attracts, keep up the good work!
FWIW the new version with your voice is great, but I love the idea of community involvement!
I'd love to lend my voice for future projects!
Now WSUP can show us what's really up!
Over 3000 dead and governor Johnson is not stepping down? Not providing enough disaster response is on her. I say: That Governor needs to GO!
Go to jail.... elected officials need accountability.
Hear! Hear!
Chuckles should run to replace her. She fast tracked development causing reckless damage and untold environmental effects

Building a memorial park to wildfire victims and then filling it with trees is an interesting choice.
So...we're thinking memorial sand pit? Commemorative parking lot? Gravel Pile of Remembrance? (Idk...what doesn't burn in this game?!?)
@@Rengray2 I don't know, Gravel Pile of Rememberance has a nice ring to it 🤔🤣
If my family doesn’t commemorate me with a pile of gravel, I refuse to die.
Memorial parking lot sounds right up Phil's alley

One of those street names near the memorial park needs to be Phoenix Avenue named after the mythological bird that rises from the ashes with new life.
He could also name one of the streets near the memorial Granite Mountain Street or Avenue after the Granite Mountain Hotshots
So for street names, I feel like they should have a theme around the memorial. Perhaps courage st for the fire dept, and make the ones around be something like Freedom Way, Honor Ave, Liberty St, Homage Dr, Respect Ln, Pledge St.
What about: Ash Street, Charred Ave, Smokey Road, El Fuego Frontage, Spark Street, or Desolation Circle?
31:21 Please downgrade the highway between the on and off ramps to a two-lane highway. Or is It just a european thing?

The governor should have known this was coming. She had plenty of warning from previous fires and the community telling her to get more fire departments and helicopter depots.
I thought the community was warning the county board about the risk of fire.
I agree ! If she let pass such a disaster once, she could not see other stuff coming in the future. It's frightening. She should resign !
I think Chuckles is becoming a major voice in the community... maybe he should run for office! He's got the perfect slogan, "Chuck King out the trash" 😂
I would take anything to replace that pyromaniac Johnson
That was the best opening to a Cities Skylines gameplay video ever made.
It was awesome but I don't think anything can ever top Lee's guest video's intro
Putting a firewatch tower by the playground by remberance park would be a nice touch for a themed place to look over the park and a kind of art piece to say "the kids are safe, we'll do better".
cute!
Mr. King has been a valuable member of this community for a while now, he cares about respecting our state’s natural beauty, and admittedly part of me just wants to see what sort of chaos he can create in the Governor’s Office. #givechucklesachance #makesuperiorlaughagain
#makesuperiorchuckleagain
Chuckles is right. We need to slow down the industrialization of our beautiful state and improve safety.
#Chuckles4Governor
you know what I could actually see this happening
Here here!
Chuckles offers a breath of fresh air in the legislative quagmire that is superior state #chuckles4governor
We need an election, and we the will be the voters to change the story line.
I read the Ithica comment last episode. I had such a grin when I saw you used his suggestions!
I have to say, as great as Chuckles is, I've quietly been hoping to see Jamelia Jones make a run for the Governer position instead.
Chuckles is a great guy with some grand plans, but I think the actual seat of leadership that is governor would wear him down. Maybe a position as consultant under Jamelia might be a winning combo.
The news ticker in the intro mentions that Emily Timmons is running for governor.
FINALLY!!! An Emergency Management fueled episode! Was the response adequate? Sure, despite it being reactive versus proactive. Something all too common in my profession
Phil's stubborn refusal to actually use urban planning for fire mitigation is my favorite thing to complain about. In CS1 at least each tree is a potential source for fire spread and fire could spread up to three cells from a source. At the most dense you could get more than one tree per cell, I think it was something like 2.5. A Four by Four building contained 16 cells and was one source, 12 cells (4 wide three deep the most that can spread into an adjacent 4x4 building) of densely packed trees (the only kind that exist in CPP cities) was almost 30 potential sources of spread into adjacent structures. I don't think each tree had to be extinguished individually I think it was per cell or area of a given radius. But still dense "landscaping" spreads fire exponentially faster and is more difficult to put out than an equal area of structures.
@@jonathanfrank1812 Phil did eventually add in some firebreaks in CWC. Perhaps its time for Magnolia County to emulate that.
@@weerribben47 yeah he did unfortunately those didn't work because they weren't quite wide enough.
This intro was SO COOL!! and so immersive!! Love love love it phil! i know it takes a lot but the RP really adds so much :)
Thank you!! I loved having a bit of extra time to add more to it. it's one of the most fun parts of the video to put together!
Game tip: You can also delete and redraw the road next to an emergency shelter to force it's power and sewer connections to link up. It's often cheaper to rebuild a road than move a building twice.
I think a firewatch tower in the Remembrance park would be a nice touch. In my mind I see it going in that small square by the roundabout on the opposite side of the fountain as the mausoleum - the one with the four smaller tanish trees in it currently. It would give an elevated view of the memorial as well as a view in to Bend and the other communities hit by the fire for visitors - while standing as a testament "that the community remains vigilant for future threats".
A few suggestions:
After the fire lots of people lost their property and stuff, maybe the country needs to add some social housing to build back? Some low rent housing complexes could be cool. Like you often see big old apartments in suburbs standing tall where you wouldn't really expect tall buildings in NA cities.
You also got rid of the perfect oval path in the park!
When he ruined the oval path it broke me
"Robert Moses'd his way through the university" what a city planner reference lmao
Rather than specific street names, I think it'd be fun if you had thematic names to streets in the same neighborhood. For example I used to live in a part of Copenhagen where the streets were named after birds, so we had Eagle Street, Swan Street, Sparrow Street etc. Pick any themes you think could be fun, like animal names, names of renowned scientists, popular baby names, flower names and so on.
Streets named after different Clown Politicians
I'm from an area that does space themed names and the next suburb over is Greek pantheon
My small upper midwestern town (where Bend, Superior roughly takes place) did a lot of Bird and Tree naming. Cardinal Street and Oak Road kind of a situation.
@@B-Randall Yes, I imagine birdies and the trees have inspired many people all ove the globe :)
Idk why but its never gonna not bug me that the pedestrian roads are even wider than actual 4 lane highways, great video tho! Loved the disaster storyline.
I watched the intro twice.

I had to after reading your comment. I’m glad I did 😂
Okay, seriously CPP has legitimately become my favorite "city builder" youtuber. This is amazing.
Been***
if 3,000 people died wouldnt the city officials be put on trial for criminal negligence, failing to evacuate the town in the face of fires.
The worst loss of life in a fire in US history was Peshtigo which burned over a million acres and killed about 1500 people. The second worst killed 453. 3000 deaths in a wildfire would be a major historical event and I can't imagine how it would happen without actively trying to increase the number. Fires have a fairly low death count compared to a lot of other disasters but a very high displacement count.
@@littlebear274Literally a 9/11 death toll in a place with 0.3% of NYC’s 2001 population
All I’m saying is that Arson seems to follow wherever Chuckles goes… and that’s not a laughing matter!! Governor Johnson is a safe pair of hands! #downwiththeclown

This is Derek from the Astronomy Club writing in to ask you leave some parks dark. All those lights increase light pollution and have a detrimental impact when we try to meet in the lawns there.
Dark parks also increase crime rates at said parks. It’s kind of a double edged sword.
Whoever threw a cinderblock through Gov. Johnson's windshield while she was up giving her speech is my new hero. Can we get a Cinderblock Street to commemorate them?

Phil this intro was hands down the greatest thing I have ever seen! Also I have seen my local fall put shelter it was located in town hall I'll never forget seeing the radiation symbol and the words fallout shelter under it with an arrow pointing in the direction of it.
Given how severe this disaster was for the county, I would expect the residents might actually want the disaster response buildings to be more visible. And if the governor wants to keep her job next term, she might want to accommodate this to show her commitment to making the county safer for residents in a very public manner. Because responding to the needs of her community is great, but if people can't see the work that the county has put in to addressing the issue, it might fly under the radar.
I am jumping between the Nicolet Bay backlog and Magnolia County episodes as they come out. The production quality in the older content is by no means poor, but bloody hell you have taken huge leaps forward in this new series CPP. You're efforts are seen and appreciated, keep up the great work!
P.S This comment brought to you for the sake of "engagement"
How could our mayor deity allow the Magnolia County to burn down!? /s On that note I was thinking it was rather ironic you added more death care in the form of crematoriums when the great forest fire of Magnolia County didn't leave much... Love the Magnolia County series. Hope to see more.

That Robert Moses reference was much appreciated. Roman mars has been covering the power broker on 99% invisible and it’s been pretty great so far
"Chuckles for Governor" doesn't sound right. Many blame Gov. Johnson for the disaster, however nobody can prepare for a forest fire.

Actually, you can prepare for a forest fire with good forest management policies and government funding of specialist forest service firefighters. As well as implementing fire bans during dry conditions and ensuring fire hazardous infrastructure (electrical and gas) is properly monitored and maintained.
You absolutely can prepare! Just do the opposite of what our dipshit state government in New South Wales did prior to the catastrophic 2019 wildfires and commit to adequate funding for rural fire services BEFORE it's needed.
100% agreement about Governor Chuckles though 😬 If he gets elected we may as well copy the Magnolia County map into New Cycle and finish up the rest of the playthrough there.
Great episode! The shade of green grass used on the memorial makes me feel like it's a manicured space you wouldn't use as a park. Something more of a dark green would make it feel a bit more natural as a useable space I think
I disagree! The manicured grass makes it look like a piece of city owned property with freshly mown grass. Maybe if the colors of green where a few shades darker it would like so much like a putting green
The opening was just what I envisioned. Absolutely amazing quality there. And that park, just absolutely beautiful...!
One little fix I'd like to mention though is that you forgot to do lane math on the highway exit. Its only a short piece of road, so I don't know if its necessary, but it would be easier for people getting on or off of the highway that way, especially with such short acceleration lanes. Cheers!
Totally watching this while sipping coffee out of my Verde Beach mug. All hail our new overlord Fire.
that transition from the tree into a full shot of the park was awesome, your quality really is second to none
I LOVED your Drew Cary clip for 'Who's Line". That was perfect.
I suggest you replace some of the car-centric waterfront development with small footprint mixed use or some offices and a couple row homes, it may make it look less alienating. I also think mixed use has been a little underused in the builds so far :)
Love the details. Had to watch the intro twice. One for listening. One to actually read the lower bar
watching this straight after playing cs2 for the first time is a humbling experience
I don't think I've ever actually seen a standalone emergency shelter. A great mod would be one that lets you designate a building as an emergency shelter, perhaps with increased upkeep costs to reflect the need to store food and supplies, and make the building itself more resilient.
It would be a great add on to the Elementary or High Schools. Basically allowing the gymnasium to hold residents in a tornado/hurricane shelter or as an underground bunker. My elementary school as doubled as a fallout shelter.
Blending the storytelling aspects in a realistic way with what you plan to do this episode was a joy to watch. This is art!
Wow - this is probably the most coolest intro for a city skyline episode. I love that you used the happenings to steer your next builds
This episode is my favourite so far! I love that you create a story for the city, so that each new place has a purpose beyond just the game mechanics
I had already watched a few of your episodes, because I quit cs2 a couple of months ago due to the reasons we all know. However, rewatched, or actually, binge-watched your complete series from the start. It was truly great to see how you managed to stick with it, because now honestly, cs2 has become a lot better, due to all of the mod support. You've completely re-inspired me to revisit the game! Lastly, capitol radio is amazing! Can't wait for more songs to be added to the queue! Keep up the good work, it will only become better, when they finally launch the bigger patches!
Also loving all the care you've been putting into detailing lately, I said it last time but it's just so so pleasant to see you really delve into a place and use dev tools and mods
Personally I believe chuckles is behind it all in a bid for governor. He can use policies to increase his properties land value diverting funds for his own little projects.
I mean sure, but who else in the state is going to vote in a small-town cab owner with no political experience as Governor. He could probably win Mayor or City Council spot but I think Governor would be a tough race for him.
Hi Phil,
This was a really fun and interesting episode to watch for me. I live in Boulder County CO, and as I'm sure you heard having ties to CO yourself was impacted by the Marshall Fire in 2021 in which many people lost their homes and businesses across Louisville and (coincidently) Superior. I still work and live in the area and pass by the burn site and reconstruction locations daily. There are still some empty concrete lots where small restaurants and businesses used to be that just never got rebuilt. I was kind of able to put myself in the shoes of the Magnolia County residents here. The implementations that you, I mean Shiela Johnson, put into place are wonderful. I'm sure the people of MC will look past that it happened and instead at how Johnson worked to help the residents that will matter. Similar to how Jared Polis worked to help those impacted by the Marshall Fire and we continue to appreciate his support at the state level.
Always love the content! Hope to see you continuing to make fun content. The news report at the start was awesome!
I don't trust either of side. If anything, the secretary makes more sense.
26:43 "little things add up overtime" Bob Ross would be proud 😢
If this were 15 years ago and Magnolia County was a City Journal on SimTropolis, this Fire would've been a major plot point, probably earning a story telling community award.
That intro was 🔥
Great video. 😊 Move the playground into the park where it belongs, and put a signature building in the triangle. The area looks more like a place for a corporate or regional bank HQ. It has good road access, over looking the river and park, and highly visible from all directions. it would even give a reason for the park as part of a tax break for the HQ if they donated the land. 😊
Wow! That intro had me reminiscing about the best sitcom ever, “Martin”. I had to rewind a few times to catch the ticker and listen to the broadcast.
Finally thank goodness for a citizen like Chuckles the hero we don’t deserve! 😊
Top notch Phil
That was freaking awesome with the WSUP breaking news story. You need to do that more often. Maybe not too often as it would take away its "power" but say every 3 or 4 episodes? One of the coolest things you've done in quite a while (and you do a lot of cool things).
Lol. I am listening rn to the Powerbroker bookclub from 99% Invisible and was really suprised and happy when i understood the Robert Moses reference. I'd love to hear your take to Robert Moses and how he was percieved when you became a city planner.
Phil, you forgot the lane mathematics on the interchange at 31:28! Awesome episode btw! Love it!
Love these videos, and the whole series! One thing I always wish I had more of is the before and after shots. You have been getting way better at doing the shots, but I just want moooore. Loved how you managed to create a good thing out of the tragedy that happened in your city. Can't wait for more!
On the first try I closed this video because I thought had open the wrong one. Great idea! ❤
Yay! You're back! Hope you and your family enjoyed your break
I miss you using the immature trees when landscaping a new area, it added a nice feel to watch them grow through time! Obviously makes sense to still use the tool if replacing a mature tree and the like. This is absolutely my favourite series on CZcams at the moment and I love getting the notification for a new episode!
I will calm down on the mature trees! That's honestly a great point! And I really appreciate the kind words!
Robert Moses destroyed the East Tremont neighborhood in The Bronx, the Cross Bronx Expressway was/is a mess. He was also the cause of the Dodgers moving to LA and the Giants moving to SF. My fuel plant switched over, and I'm not sure why. You may want to check your dairy house I place mine amongst some farms but got a ground pollution warning.
Great build and I really look forward to each episode, Thanks
Thank god that you removed the road next to the mausoleum at 42:27, that was driving me crazy the whole episode. :S
My man put that new fire station next to the memorial park that way it is covered when all of those trees ignite
I feel like firebreaks between the wild forest and the urban forestry would be a thing in such a dense forested region with lots of fires. Spraying trees everywhere in town is fine, but having no physical break between city and the wilds is just adding extra pressure on the fire prevention systems.
I'm 10 secs in and I'm both amazed and pissed. You had to throw shade on my Lions. At least we made a Super Bowl in your universe.
Call it Magnolia Memorial. Stay with me!
Place an arts district nearby to commemorate the burgeoning violin manufacturing/lumber industry (the design looks like a violin)

0:00 till 2:09 WoW! That is great 🥰🤯 Wonderful intro for the story. Thank you for that. 👏👋🤗 😮
Phil talking to the highway: "Ope, just gonna sneak past ya there"
Another suggestion is to change the commercial zones, It makes more sense for them to be close to the highway and facing the park and place bigger and more beautiful houses close to the water.
I am SO here for the lore! The breaking news was a nice touch, Phil. 👏🏽 3K dead? When I tell you I RAN back into my room when I heard that number, wow!
I started re watching Clearwater County. Dude your videos have come so far. Man it was kinda hard to watch the first ten episodes in Clearwater county. I'm use to your current greatness lol. When I first watched Clearwater County I didn't feel that way. But you just set the bar so high now it was odd to go back
Not, I cringe pretty hard when I watch some of the old stuff, haha. Thank you so much for the kind words!!
Small comment, that soundwall on the highway between the two ramps from Mytle Park would be a safety concern for oncoming traffic IMO.
Love all the roleplaying stuff, really adds life to this one
Best way to end the day. 2255 in the UK, and pretty relaxing after a hectic day at University.
I think you should name the road that curves around the park, and crosses the bridge over the highway, "Memorial Boulevard", making that bridge the Memorial Bridge.
Dont know if youll see this as its been 11 hours since the video released but if you zone commercial properties that are 2x4 they are usually more walkable. sometimes 2x2 and 2x3 is also walkable. they just dont have as much parking stalls
CPP’s neologism of the Century: turning Robert Moses into a verb!!! 😆 😂
amazing as always, thank you for keeping this series going during this rough time for CS2
I love you're commitment to having things be not ugly
Been watching your videos since you started, and must say I really enjoy them. Thank you for providing entertaining content! Love it all. ❤
Never heard Robert Moses used as a verb before. Right on lol.
Loved the entire episode! The intro, the concept, the memorial park. Super fun and well thought!
I loved the intro to this video. AMAZING work CPP. I am very impressed. I just got one of the "Respect the topography!" shirts as a valentine's day gift
Oh my god that intro shocked me, and I loved every part of it. MORE OF THAT PLEASE!
The timing of me watching this video couldn't have been more perfect- my wife's birthday is tomorrow! Thank you so much, she was so happy!
I really like that new interchange, great incorporation of the local roadway network and not just shoving a diamond on the bridge!
I remember having to find the needle in country magazines. That's a cool addition in the vids:P Love the corrupt official addition btw. I hope to see more of that - from embezzlement to destroying parts of the city for personal projects like Nero would do:D
Welcome back! And congratulations on you sparingly using parking spaces in today's episode. I would love to see you do an episode that includes revisiting each parking lot you placed in this build to determine if more (doubtful) or less is needed 🙂.
Phil, I think the disaster alert time means that you'll get that much advance warning before a disaster hits. Loved the intro by the way!
What about Adding a trailer park to fix the rent problems
I absolutely love how your videos have evolved over the years watching them
