First of all, good research Wion, I hadn't come across many of the points you've covered during my research.
I'm writing a business paper on the topic of the semiconductor industry's potential in India. I can't write the following in my paper so I'm writing it all here
Yes, there is plenty of intent from the government end to make India a hub for semiconductor manufacturing. Problem is just providing subsidies, making compliance easier (of laws which are already non-sensical btw) and 'dreaming big' doesn't work when it comes to producing cutting edge tech which needs educated professionals and merit.
India has tried to become the hub of many things under Namo govt which is great, but, the root problem for the failure of many such initiatives lies at the fact that education in India sucks absolute balls, until and unless the entire higher education system is rid of bogus degrees, unqualified professors and dummy colleges we won't get anywhere.
Hedonistic bureaucrats and politicians eat up all the money, while the MNC struggles with compliance, finding workers with practical skills, fight costly and EXTREEEMLY long litigation or arbitration over n number of useless compliances.
I've personally seems so many company recruiters saying it to the face that the first 6 months to a year, the employees are just trained about basic skills that unis never taught them.
We are becoming a cesspool of excess and mediocracy, our growth is on the back of the exploitation of middle class while the upper classes leave the country or invest abroad and the lower class chills in life living in subsidies and personal favours.

I read your thoughts very carefully and everything you wrote is correct. I am from India. But I think India was facing all these difficulties and problems in space technology also. It won't work. The Indian capitalists are too greedy. The rule sof the game in semicondutors is in the knowledge based economy. The ownership of patents and the lincensing is were the biggest profit margins lies. There are patents on designs ( the knowledge of how it works) and the knowledge of industrial processes (the knowledge how to build it). India is at the entry level of fabrication where they will have to manufacture with liicenses of both design and industrial processes. Their only way to make profits is by having lower production costs than their world's competitors. Which are mainly construction quality/price ratio, energy quality/price ratio, supply chain quality/price ratio and manpower quality/price ratio. The current situation is not favorable for high profit margins for Indian investors. Unless there are significant changes in Indian investors mentaliity my guess is there won't be any chances that those projects will succeded in the long term. The American owners of semiconductor patents will never tolerate that the Indian government engage in State funded R&D to build up, like China, a domestic portfolio of patents in design and industrial processes where the bigger profits lie.

china does not want to invest in technologies like the west did in order to become what the west is now but took centuries
in the contrary china pushes to be a superpower in just a few decades by
-forces intellectual property transfer from foreign companies and then copies them since they are unable to invent anything and what they produce is of shoddy quality: all gadgets made in china do not last and need to be replaced after a few uses
      -debt traps entire nations
      -forces organ transplants
-oppresses its own nice productive citizen
We the western world need to reverse and accelerate the outsourcing of our economy to china and companies which refuse need to be boycotted
