    not at all. you are absolutely right in regards to landlord's off setting the loss on deposits. it will just make rent less affordable.

      Let's see how this plays out. Rents are already sky high... Should know more in a year or so as new leases get written.

    I really feel like if you can afford to do it, do it now .. buy... history shows these rates could possibly go higher.

    initially it looks good decision for renter , but if we think the impact of it in future I don't think it will help renters too. as you said investors have issues with this, so slowly they try to shift their money by selling the house to some other better investment options , with that rental houses will decrease and for sale will increase , in that situation renter should pay more for the same house , this is worse than paying one month extra deposit
    this is just my vision, I am not saying it will only happen
