The timelines don't add up. She was born 1997 and moved to France in 2000 (3 years old) and in 2016 started relationship with a french??? She travelled to the UK first in 2006 and then 2007 and started a relationship with her husband in 2009, how is this possible if she was in a relationship and living in France as of 2016?
Abeg, it’s not adding up at all.

Every French citizen born there or not can get a french birth certificate . They use your country birth certificate which is required for the naturalization application to generate a french birth certificate

If your parent is French, then you are entitled to be a French citizen. Your original birth certificate is collected by the French Embassy of the country you are located in, sent to Nantes in France, and translated into the French Birth certificate. It is all legal.
