I actually watched this episode a few days back, and this was by far the most punished bart ever got for a prank of his aside from getting arrested a number of times.

If you chucked it through the amplifier (assuming the amplifier could handle it, which a megaphone amplifier likely won’t), the speaker would likely pop. You’d need a powerful speaker for that... one that could handle (and generally would *need* ) the voltage those car batteries would send out.
