Now that one can accommodate a bigger tire...you should also upgrade the hinge hardware...37 will wear out a stock tailgate hinge

This will be a great option for someone looking to add a taller tire with the factory bumpers. As it does not change anything on the hinges itself, you will consult the factory recommended load ratings. if adding a bigger tire and looking to add stability to the entire rear setup, i would wait for the complete hinge setup.
Do I need disconnecting positive negative battery points before disconnecting my 3rd brake lights?
No, you will be fine just disconnecting the light at the connector.
Does this work in conjunction with Mopar reinforcement hinge??
Yes!
One last tip that should be included with this modification is the inclusion of (at least) 1/2" wide UHMW tape along the entire top edge of the tailgate (folded over the top edge, down both the inner and outer top edges of the tailgate). This tape helps to mitigate any squeaking noises that the tailgate may make between the tailgate and the rear window seal due to the additional weight of the larger spare tire. The extended bumpers certainly help cut down on the vibration but the tailgate will still flex and "bounce" slightly with the larger spare wheel/tire. UHMW tape is the "icing on the cake" for perfecting this modification/upgrade.
