You can put it in the garden, not in the open place like balcony or places that are visible to publics.
The laundry in public does not include your back garden which is a private space.

I did spite on the road years ago when I just got to the UK, not knowing that someone in the vehicle was watching me, and so he screamed, I never did that again, come to think of it, it’s not nice, so whenever I go out, I always have my toilet paper with me, throw it in the paper and then bin.

Some of these laws are no longer active due to environmental changes. Till date I don’t believe people are arrested or pay a fine for spitting saliva on the road. There is a fine for spitting on the road or walk way. Because I still see saliva on the road.
