An unpopular solution which is gaining favor is that countries need to leave the UN and all it's policies. Close their borders, and deport anyone who is not a citizen back to their country of origin if any violence, illegal entry without being undocumented, or have committed crimes.
Most countries have that enshrined in their immigration laws for legal migrants not illegals unfortunately
