They were close, but not close enough to see them. The United States Coast Guard catches the larger amount of them, but it's a shame they don't see all of them.
Their recruitment numbers are way down, low pay, long hours...

Ive seen it first hand at Marine Street beach in San Diego. I was bodyboarding on a big stormy day and the only one out. A small fishing boat gunned it straight towards the sand between sets amd about 8 people jumped out and left the boat beached. They ran up the street into the neighborhood and minutes later lifeguards were on the scene and police.
Meanwhile I received a window tint ticket 3 houses away from mine in Newport Beach.
