Singular 'they' is normal when gender is anbiguous: 'Every child sits at their own desk' is perfectly good English. I don't think the teacher was PC driven, rather he found himself embarked on a construction that would require 'he or she' to complete; and trusted listeners to retrospectively make 'children' the subject of the sentence. Sometimes, it's just grammar.
