I have been reading lots of reviews on this cleaner and many say the suction is far too weak. You didn't mention this aspect. I was wondering if it can be used with the car engine running, to give an extra couple of volts, might improve the suction a little bit.

That is just dust and small rocks from nature and maybe food crumbs. Plastic bags do more harm compared to dust/rocks. A much larger problem was the amount of trash which was thrown away in that area (not filmed).
