Mongolian ("mongolien" or "mongole" - with a "e" at the end of the word - or still "mongolito" in French, "Mongolian" in English) today, this very pejorative name has remained in everyday (slang) language to designate a person devoid of common sense and intelligence, a person with debility. It was their slanted eyes that made the doctor Down (John Langdon-Down, a British doctor in the 19th century who studied people with trisomy 21, say these people looked like Orientals, inhabitants of Mongolia and attributed to them the name of "mongolians" to designate their condition of "Mongolism".
"Mongol" without the "e" at the end, in French, designates the inhabitants of Mongolia.
Orelsan plays here on the two spellings to make a play on words, which initially allows him to talk about people who talk nonsense without really knowing or who misbehave while thinking they are legitimate. Then a second step was to evoke the collapse of Western civilization, as was the case for the Mongols, who had nevertheless reigned over a considerable part of Asia to the interior of European lands before falling like the Romans, the Egyptians, etc.

Le terme anglais pour la trisomie 21 (Mongol) est "Down syndrome". Et les idiots qui se sont offusqués de l'utilisation de ce mot feraient bien de regarder le film "Le huitième jour", particulièrement la scène ou Daniel Auteuil et Pascal Duquenne se chauffent :
