3.81 out of the box is not a good sign. Seems like the factory is not properly putting cells down to a shipping voltage of 3.50-3.60V
Not terrible but for someone that buys these New Old Stock 3 years from now they're going to wish they had been properly stored.
I've never seen one of VC4SL's give an 800mA charging current. Me thinks it has something to do with a limitation of your charger when you've triggered the 12V mode. I don't know if I've checked my VC4SL's on the USB meter I have but I know the VC8 only activates 9V and it shows up as QC2.0 since its a fixed voltage.

@ericklein5097 HLY is a high capacity (5750 mAh) 26650 battery and the measured out-of-the-box 3.81V is a proper value. Bear in mind that the factory voltage in these large types of HLY cells is 3.8~3.9V and NOT 3.5-3.6V. So, if it was an 18650 cell, you would be right about the shipping voltage you mentioned in your comment above.
As for the charging currents of the XTAR VC4L and VC8, the values you see in my tests are due to the testing equipment I use (specs of the USB cables and chargers) and the state of the battery. I always put order links of the equipment in the description and pinned comment in case someone like you wants to test out the products as the way I do in my videos. Thanks for sharing your thoughts.

All 26650 batteries contain a mis labeled 18650 inside the case.

I dont know about mislabeled 26650 batteries, I can only say that this HLY has surprisingly higher actual capacity than the rated 5000mAh.
