I agree with 06RedfireGT........ that guy was the worst rep I have ever seen. Even just sitting at home watching it, it felt so awkward. Hope his boss didn't see this video. Hardly speaking, and more focus on chewing his wad of gum. What a putts. Probably just in it for he can drive around the company car.
Wouldn't that message board fill with water up if it's raining or snowing? It's overly complex by the looks of it also. There are far better versions of D&R's message bars out there than this oversized ugly unit.

Atharoon so 2 things. 2012 chargers were not offered with projector headlights. The newer models are however. I'm not exactly sure what you're driving at by saying we don't use them because Americans can't make quality projector style headlights. It just so happens that this particular car was not offered with them. Many American vehicle have used projector style headlights since the early 2000s.
Atharoon also as learned with the NGPI that Ford made, projector headlights are not the best choice with police vehicles because of the inability to add a headlights flasher to them without burning out the shutter in them. This is why the 2016 NGPI are using halogen high beams. For the ease and cost of maintenance halogens are the better choice for most police and fire agencies. However now with the incorporation of LEDs American cars are leading the way with LED headlight technology.
