The translation of “Dio is black“ is correct. In japanese “black“ has no racial connotation. It's simply based on the idea of black and white morality.
BTW, when the world, all time everywhere is stopped for a short period of time. It's just that the world doesn't lots of range meaning if someone was 20m away from it, it could stop time for them and the rest of the world (ba dum ts) but they couldn't reach that person
I highly recommend watching the OVA, which has both an English and Japanese dub on CZcams. I watched the English dub and tbh I liked it. In the Jotaro vs Kakyoin fight, when Jotaro calls Kakyoin evil, Kakyoin says "Evil?" and sounds genuinely startled. But I esp recommend it bc the scene w Dio and the senator is even cooler than in the anime. The animation is seriously smooth. There's a scene they added where the senator's car crashes into a train, and it shows Dio walking out of the resulting fire, smiling and dragging the senator behind him. But also, if you do watch it, I have to warn that they don't censor the violence like in the anime, and they show the gore from the senator being cut in half when Dio throws him into Joseph and Kakyoin's car. Also Iggy's death is even sadder. I definitely had tears in my eyes when I watched it.

I definitely recommend checking out the OVA for part 3 sometime, I honestly prefer some of the scenes in the OVA over the ones in the anime (some scenes are very different between the two).
