Code official here, though from another state. This is definitely illegal. In a perfect world this video would go to the code enforcement officer or fire marshal/official and be dealt with, but my guess is the city doesn’t want to deal with it so they’re just going to ignore because politics. It’s pretty cut and dry (assuming they use ICC as a base which most states do) so I hope I’m wrong and they enforce this. Also, fire inspections generally have to be done once a year or at least once every 3 year so if they’re being done, Scientology is moving those beds in an out of the room for the fire inspections. Logistically they’d have to go to their main contact for the property and go from there which may be a bit of a pain, but you are absolutely correct that this is a code violation (particularly fire code) and if it were in my jurisdiction it would need to be dealt with immediately.

      @@sugarpuddin For a few reasons.
      1. They are from elsewhere and generally too nervous to rock the boat.
      2. They are cult devotees and tend to do as they are told.
      3. They do not wish to risk their standing in the cult.
      4. The obedience and fear factor has been drummed into them, as with any high control cult.
      5. Cognitive dissonance about their own situation. Again typical cult behaviour pattern.
Very few will complain until something starts to wake up in them. If they do complain, like the nail that is sticking up, they will be hammered down into position again. The places these people are sent from would not necessarily be just anyone. They would tend to be reluctant to send people who would make too much noise about it.
Generally it is all about the cult's control mechanism and the compliance of those who only want to stay in their favour that not enough people will rock the boat. My guess is if they did something about it, the cult would jack the costs up exponentially to suit.

A few years ago, I stayed at a similar type of motel in both style and age. I went to plug my computer in behind the little refrigerator and there were extension cords plugged into extension cords for all of the electrical needs of the room. It was a typical octopus of a wiring horror show in an otherwise modest normal motel room. I complained to no results or even a sympathetic voice cause for concern. When I got home from my trip about a week later and watching a crime show where a fire ensued, it reminded me of that wiring mess in that motel room. I called the fire marshal for the county who insisted to me I wasn't over reacting and if one motel room was set up for a disaster, how many more of their rooms were poised for a similar fate. Two weeks later the motel was not only closed but permanently shut down. Maybe the Clearwater officials aren't the ones to plead to. No one knows how a city official might be connected to Scientology's game. All one needs to ask themselves is how the council has treated Scientology's unbridled growth and purchase of their downtown with little concern. Maybe other organizations need to be contacted. If 10 people are in one room, can you imagine all the other fire safety infractions awaiting the fire marshal?

A room is a room. They're smart enough to get the electricity right. And since people aren't supposed to be connected or distracted, they won't plug 10 appliances on the same spot.
But if they ask food stamps or financial help to pay a slumlord, that can be discussed. Only illegal migrants pay for such conditions or way worse (in terms of security), and the state cann't help them. But for those who are helped, The payers need to know what for and inspect. You do it once a year for restaurants, don't you ? It's a health problem. 10 people, one "bathroom", one window. i"m sorry to say, but prosecute the landlord or stop helping the people who feed him. Solutiion 2 is always preferred. It could sway half-believers or get some a free ride.

@Bazza Norf I don't advocate for religions or businesses to act as Scientology does, but adults learn from the choices they make, not from the ones people make for them. Scn should not have tax-exempt status because it is a business. "Do-gooding" like trying to save people from Scientology who don't care to be saved, is for their own popularity, for people like Aaron and Rinder and Leah Rimini to get accolades as saviors when these people are still blaming Scientology for ruining their lives or their children's lives. I gave up on Scieintology when I saw that Hubbard had anger issues and so I realized the therapy didn't do what I wanted an effective therapy to do. These angry people haven't gotten to that point yet and so they justify their anger. And thinking they are saviors will keep putting off the awakening

The one reason city doesn’t go in there unannounced is because the gates prohibit it. There are cameras everywhere. No unannounced surprise visit from code enforcement, the fire dept, or any other official who has the capability of doing anything will happen. Cameras point down from every corner of every building, the gates have multiple cameras. Scientology even has their own bus transportation. It’s pretty bad.
