Hmm.... I don't get why people like worn out building/road so much. Unless it were meant for city in ruin/city in apocalypse/city that were abandoned/city in war. Then sure these type of mix match block will do the trick for those design.

Why don’t people use yellow concrete instead of quartz stairs?

Cause designs differ from country to country, or even city to city. For example, English roads have white lines whereas American roads have yellow.
