Regarding the resouce management. I might be wrong, but I think your frustration is because if you set sector 1 to have 100 steel and sector 2 to have 40, it wont take anything from sector 1 before it has MORE than 100 steel in storage.
What I usually do (not that I have played this game that much) is set the storage to something like 40 or 50 in all sectors, that way there's always some materials in all sectors.
Also, setting electronics to 0 in some sectors will probably cuase you a headache at some point. Set that to 1 or 2 and you will always have the ability to build building that require electronics. :)

One of my few gripes with this game is that rearranging your layout is very frustrating since you cant just do it and have to do the demolish-rebuild route. I had to leave one entire sector free as a placeholder for the large storages

Yeah it is definitely a downside.. I'm a couple of parts ahead right now and I ran into a massive issue that caused me to have to reload about 30 minutes earlier on a save. I basically destroyed my game trying to rearrange stuff.

@@TakaCZcams it gets worse when you progress further into the game and sector bonuses start becoming a thing since you slowly unlock new sectors without the foreknowledge that you will need to specialize those earlier sectors and rearraging buildings is a BIT*H. Otherwise I love this game even though its not an endless management game and has a definite end
