Honestly though, my first online battle in Pokemon Sword and Shield was where I encountered Volcarona. It completely beat my entire team, and I figured that it was a legendary because of that.

The only real mechanic like that I've had a problem with is Z moves and that's mainly because they managed to hit the perfect mix of busted and boring. If I had any complaints about Max it's probably just that it tended to favor slow play a fair bit more? But since it wasn't to the point of making stall teams broken I honestly feel like that's not inherently bad it's just not how I like to play, you know?

The more likely answers are that it's either made from Pokémon that lose and regrow parts like Veluza or the Animals that the Pokédex categories are named after.
