Every motherboard is different, some require both and sometimes it is one or the other. It is best to check the documentation for the specific motherboard you are using.
From what I’ve read on Dell, in order to properly and completely clear the CMOS and NVRAM /ESCD settings you need to apply AC power (wall plug) “not necessarily power on” for a full 15 seconds. This is on a desktop board only with a 2 pin jumper where the plug is swapped out between the PSWD and CMOS jumpers to reset. Also on some other videos I found, it is said that you can even power on the machine to see if the fix worked while 3 pin jumpers are moved from positions 2-3 to 1-2. czcams.com/video/yipwZ6c2g7s/video.html Only that you would need to replace jumpers back to 2-3 after powering back down which will remove any changes you’ve mad while at 1-2. “K.I.S.S.” pull the CMOS battery for a minute or so using power button to clear capacitors and residual charges, replace battery, power up and in almost all cases where clearing CMOS is the actual solution to a problem, this works perfectly.
