No, Sammy lives in France and here, he's absolutely making fun of this American audience using sarcasm and stereotypes, e.g. "of course you can't vote, you have to read in order to vote!" Most Europeans see Americans as sub-literate with (during the Trump era) a humourous of choice of President. Trust me, Trump only added to our entrenched perceptions of dumb Americans and let's face it, the average American reads less than one book per year, a statistic which hasn't improved over the years 60 years of my lifetime.
