I am not sure about the statement that small towns in PA went Clinton. I was in Lancaster before the election and there was nothing but Trump signs there, and many of them, some the size of billboards.
Was the same in the SW part of PA. In 2012 you saw a nearly even mix, maybe 60/40 for Romney. This year it was at least 10:1 for Trump, you hardly saw Hillary signs at all, when you did you saw them in Pittsburgh in known liberal areas. And no billboard-size signs for Hillary at all.
