Him not committing to doing something fully despite saying he is and despite how far he's come on that path. He ruined his chances to kill Homelander when he attacked Soldier Boy (because he pushed over Ryan after Ryan shot lasers at him, I guess?), presumably because he cares for Ryan more than he cares about killing Homelander in that moment. Then he shows almost no interest in reconnecting with Ryan, apologizing to him, or trying to help him understand. And now here he's now like 'welp, guess using the virus that'll kill every supe including Ryan, Starlight, Hugie, and other innocents isn't such a bad idea now huh?' What was the point of betraying Soldier Boy then? So many more people, including Ryan, are going to die now.
