Doom Man the silver surfer game confused the hell out of me. I paused the frame, looked up a .pdf of the issue of Nintendo Power (Volume 82, March 1996), because I had to know. So, to me, this means one of two things: 1) Either the ad was run mulitple times in different issues of the magazine (I didn't check other issues looking for it) or 2) He filmed the segment about stapling the pages shut before filming the ad showing the toenail clippings.
