Maybe it has to do with efficiency, the faster you go, the more fuel or electricity you use. If there's no traffic jams or stops, cruising speed is more than fast enough.
No, every car will still have a different speed because of physics. A car needs to reduce speed when cornering. A car that's heavier will also take longer to stop because of it's mass. Then there's also topography to mention, because roads are not flat, etc...etc...

If the cameras were intuitive enough, and they placed some on the side of roads such unexpected things could theoretically be avoided, just by having the cars naturally either slow down, move, or reroute

And the benefit with the cop, most people don't believe the hamster can run on it wheel fast enough for those cars to be speeding so it gets written of as a steep hill and bad brakes.
Why stop at that, disconnect your Internet, throw away all your network connected device and go live in secluded forest with no connectivity and digital device if you fear sci fi so much. Whining about technology while using technology is hypocritical and edgy.

I'll admit a set of wrenches or sockets are very handy, but a lot of the time I've found some good pliers or a crescent wrench to work OK. For the most part, if you can't get by with a Black Friday or Harbor Freight mechanic's set, you really broke it. The only specialty tool I used on them enough to consider it required was a set of feeler gauges to ensure the points & plugs were gapped correctly.
I’m getting a car soon that needs a device locked on the steering wheel thanks to a hacking vulnerability, so I feel you. If it’s any consolation, this scene’s not accurate from a cybersecurity point of view. Cyberforensically speaking, the car should have realized it’d been compromised. AI can’t “lose consciousness” and still operate a moving vehicle, and even if the AI wasn’t doing that directly, it should have seen some form of log that showed the increase in speed wasn’t from automated decisions. Even if you argue it couldn’t have known HE was the one superceding the speed functions, it still would have recognized tampering going on, which probably would have gotten the guy out of the “potentially dangerous” car.
