  • Join us for a conversation on the nature of Pakistan’s economic crisis and what it will take to fix it. The session will be moderated by Dr. Pervez Hoodbhoy.
    About the speaker:
    Dr. Ijaz Nabi is Executive Director, Consortium for Development Policy Research (CDPR) and Country Director (Pakistan) International Growth Centre hosted jointly by the London School of Economics and Oxford University. He is a non-resident Fellow at the Center for Global Development, Washington DC. He was Professor of Economics and Dean, Social Sciences at Lahore University of Management Sciences (LUMS) and continues to teach Economic Policy. He has been a member of Prime Minister’s Economic Advisory Council and Advisor (Economic Affairs) to Chief Minister, Punjab. He was at the World Bank in Washington DC (1986-2008) and worked on Mexico, Korea, Thailand (leading the World Bank team during the East Asian financial crisis), Malaysia, Korea, Laos and Myanmar, and in 2002-2008 was Manager, Economic Policy, for South Asia region. He has published extensively on economic growth, investment and finance, industrialization, international trade and labor markets in developing countries. He has a BA from Government College Lahore, B.Sc. Honors from London School of Economics and a PhD from Warwick University, UK.

    We would like to correct some misperceptions resulting from several comments originating in India.
    The talk was about economic management in Pakistan and what needs fixing. It was not about India. References to India were largely to contextualize the longer term deterioration in Pakistan's development outcomes. The talk emphasized the importance of anchoring sustained turn around in regional trade and cooperation. The expression "Hindu Rate of Growth" was coined in 1978 by well-known India economist Raj Krishna and not by the presenter.
    Finally, the latest estimates show that while the rate of extreme poverty in India is a little lower than in Pakistan (mainly due to the recent high inflation in the latter), there are 44 million extremely poor people in India compared to 11.8 million in Pakistan (worldpoverty.io/map). However, both countries are on target to eliminate extreme poverty.
    We strongly encourage people to see the discussion and not be influenced by the misleading comments.

      Why are only Indians watching this show and dominant comments? So what happened to your middle class? This is why your estimate of the poverty numbers are wrong. World bank numbers show that over 60M Pakistanis are in extreme poverty. Even your own govt data says that nearly half of your kids are not even attending school..so that doesn't match your numbers of only 11M as poverty numbers out of a total population of 230M.

      The basic question remains unanswered. Why bring India into for comparison? There are 180+ countries.
      Pakistan's creation was based on the philosophy that we are not India. Isn't it a chalk and cheese comparison? If Pakistan is so different from India, obviously there is no basis for comparison.

    All Pakistanis believe that immediate country to their east is Bangladesh but slowly they realize that there is one India also. Every speaker hesitate to talk about India.     From 1960 to 1990s, Pakistan was propped up by America and its funds for Cold War. If Pakistan was doing so well, why did Pakistan go to IMF at least 7 times in this duration? So whatever data is saying, the GDP growth was not driven by internal productivity but by external infusion of cash.
    The speaker ignores a lot of important points such as lack of investments in development of Human Resources, wastage of funds for terror funding and massive corruption.
    Last point, India invested in education massively in till 90s. Founders were of many companies founded in 90s were the result of that investment.
    The speaker is agnoring so many important points that much of his talk sounds rhetoric than any substance.
    If you want to fix Pakistan, investment in education will give you results 20 years from now.

    Can Pakistan assure safe transit of goods from India? How is its domestic law & order situation? Is Pakistan attractive to India? Current public mood in India is against any kind of engagement with Pakistan. It is a good idea for the countries in the region to form a trading bloc. It will benefit India to grow even faster, with Pakistan as ally. Economic relations shall enable lower defense bills for both nations & higher allocation for development. India has grown despite a hostile Pakistan. Its need for Pakistan is less.

    Pakistan present predicament caused due to the following:
    1) ineffective education
    2) no career counselling
    3) Medieval feudalism (which we call complicated politics)
    4) toothless law
    5) judicial impotency
    6) greed filled militarism
    7) visionless politics
    This all starts from the experience, we as young children get from our schools. Our schools are too busy indoctrinating us subjects but no learning or training thru experience and training. it is important to enable a experience based learning environment in school.

He is a gifted teacher as is well reflected in this presentation, though I watched only part of it….Professor Hoodbhoy: current state of Pakistan (the whole system, from politics, economy to establishment) will fit very well in your “Black Hole.” I think, the title of your program, Black Hole was far sighted. Perhaps, you already foresaw, Pakistan descending on this Hole at a rocket speed.

    Pre 90's India was on Socialist policy ( thanks to Russia,Nehru's Hindu growth rate) .India in 60's closed its doors to capitalist when automobile and other foreign brands were shown doors. It was one of Indian Govt's questionable decisions. Every one thought India will jump into capital market as soon as independence but it prolonged it for too long. Indians were well educated, technically decent even during British and pre British era but it remind within the society , region or community. The 80's quantum leap in technology happened with the telecommunication boom and Desktop computers. India had their computers in 70's in their educational institutions.

    Two realities: 1) India is too big (both in trade value and defense strength) to be considered a pragmatic enemy. 2) You cannot just rehabilitate this addiction to Kashmir through love and moderation. You must shift the fight and flight response towards some other enemy. Khan did it beautifully by shifting it to Sharif and Zardari. But if the perceived enemy is internal, all you'll get is polarization. Coincidentally, we have the perfect enemy sitting on our western border, that has not just killed 70000 Pakistanis, but also rotten our societal fabric from inside. The tragedy is that Afgandu atrocities somehow always falls on our national blind spot, and we blame everyone from India to Israel and US for the massacres of Pakistanis by our "Muslim brother". These vermin are not victims of the war on terror, but they've been doing it since the times of Ahmed Shah Abdali, Mahmood Ghaznavi, Alauddin Khalji and Aurangzeb Alamgir.

    John Strut Mills utilitarianism is a normative ethical theory that prescribe actions that maximize happiness and well-being for all maximum number of people.
    If Pakistan has to be “REIMAGINED” it is imperative that maximum social-economic benefit reach the marginalized & poor as per Unitarianism.
    This can happen when three critical conditions are met
    1-Capability (of leaders, institutions, technology based governance)
    2- Capacity (financial resources, human talent)
    3- Integrity (financial, moral & purpose)
    If you ask me Pakistan’s score is VERY LOW on all the three critical parameters.

    The instrument of accession of J&K was signed with India in October 1947 after the Pakistani invasion.
    UN resolutions???
    First of all pakistan never fulfilled its 1st resolution. Secondly, Zulfiqar bhutto mocked UN and walked out when pakistan was declared an aggressor. Thirdly, UN resolutions were rejected by pakistan by signing Shimla agreement in 1972

    my suggestion to get endorsement of ijaz nabi is "if it is not possible that the government of Pakistan made it optional for the importers to pay the import duty whether in us dollars or pounds saudi riyal uae dirham or in pakistan currency. in case of paying the import duty in foreign exchange the rate of the import should be less while in pak currency it should be higher so it should be the choice of the importers to pay it in foreign exchange or pak rupees. it will raise the foreign exchange reservoir of the country. Moreover, if any importer can open a letter of credit in foreign exchange instead off getting it from the state bank. in that case the importer should be given more relief in import duty.

    Does Pakistan think that as and when they would wish, they would resume the trade with India and India would eagerly accept to carry out trade with Pakistan?? India has already made up its mind to avoid Pakistan by circumfencing Pakistan and reach central Asia through Iran & Afghanistan. This may be slightly costly but it can be offseted by volume.

    Sir I am a die hard fan of Parvez Sir but as far as Kashmir is concerned,
    There are many facets to the Kashmir problem and there is not a single facet which Pakistani are obsessed with.
    Sar the bottom line is if if the people of state takes up arms against. Against the state then the they have to compete with the might of the state.

    Before, during and immediately after the partition, most Hindu Indians hated the bloody partition. Now, after seeing the communal mindset of Pakistan, most Indians are happy that partition happened and do not wish for better relations with Pakistan. Without the partition, the population of Muslims (who normally do not practice family planning) would have been 40% of the whole population of undivided India. With the communal and jihadi mindset, such a large radicalised population would not have allowed India to progress and rise in education, economy and tolerance. Today, most Indians are thankful to Jinnah for the partition for the above reasons.

Pakistan needs to reform and investment in education and land reforms, besides keeping army away from politics. There is more poverty in Pakistan than India, as per capita income of India is 1.5 times higher than Pakistan. Conditions of muslims are better in India than Hindus in Pakistan. There is no major riots in India since Modi became PM in India.

    Primary class on economics . Everyone talks of Pakistani economy doing better than India in1960s , but fail to mention the reason why? In case that growth was on firm fiscal fundamentals then it could have been recovered. It was all due to free bees from gulf, aid from USA, renting army and many other wrong reasons. The society pushed into jihad and dollars kept pouring in. Now unless Pakistan start from the base it will never-never have sustained growth. Baaki sub bukwas kar lo.

    It is naive and incorrect to think that World Bank experts with a colonial mindset can solve the problems in Pakistan or India. The World Bank is a colonial organisation, which funds obsolete, outdated and corrupt projects like large dams in poor nations.
    Now, there are smarter and less expensive ways to produce electricity like Solar and Wind Energy. For irrigation, there are less destructive and more sustainable systems like recharging of borewells, digging of deep lakes and open wells and using lift irrigation in rivers using solar powered pumps and water conserving long lasting hoses and pipes. These projects can be financed directly to the farmers. The World Bank is not doing any such projects.
