I'd say so, but TV official's rationale seems a little muddled AND ALL THIS IS WITH THE BENEFIT OF A PAUSE BUTTON !!!!
This is the worst referee I have ever seen, not just based on this match. He is so hesitant in so many situations and makes rash decisions to take pressure of himself and also listens to the crowd. Definitely one of the worst referees around

Your own arm cannot prevent you from scoring a try, it counts as a grounding.....that is, or at least i thought it was, a well known fact
